Where was Governor Justice?
From the Wheeling Intelligencer on May 19:
A wide variety of activities and services are planned throughout the Ohio Valley for Memorial Day weekend. . . .
Another Civil War-related remembrance is planned at 2 p.m. on Memorial Day, when the Soldiers and Sailors Monument is rededicated on the lawn of West Virginia Independence Hall, 1528 Market St. The ceremony is open to the public.
Speakers for the event will be West Virginia Gov. Jim Justice . . .
And from WTRF preview of the same event:
West Virginia Governor, Jim Justice is slated to attend along with several other state and local officials.
Among the scheduled activities was the presentation of a special award from the governor, the Distinguished West Virginia Award, to local historian Margaret Brennan.
Governor Justice was not in Wheeling for the scheduled ceremony
This morning’s paper describes the ceremony including the presentation of the award:
Wheeling historian Margaret Brennan was presented with the Distinguished West Virginian Award by Randall Reid-Smith, state commissioner of arts, culture and history. The award comes from the West Virginia Governor’s Office and is the highest honor that can be presented to a citizen by the governor.
Where was the governor?
Apparently in Dunbar, West Virginia:

So much for the importance of keeping commitments and remembering the significance of Wheeling during the Civil War.
